Answer

The Azure Policy prevents VMs from being deployed to a resource group, so no new VMs can be created.

However, non-deployment operations like Move, Start, Stop are still allowed so you will be able to successfully move an existing VM from other resource group to a resource group that the Azure Policy is scoped to.
